We had the opportunity to see the ndpct class, community development of recovery planning, given to a community that has gone through a disaster after taking the class on Oahu where a disaster has not had the same presence in recent years. For PR communication was voiced as one of the biggest barriers to response. No power or media was available in PR after Maria and radio was not providing relevant information that conveyed the actual hazards existing in the municipalities.
Half of the practicum group was given the chance to talk members of the planning department at UPR. We interview Carmen the department head and Maritza the coastal planner. Carmen was a great resource choice because she gave us a new opinion on community development. The previous interviewees were under the opinion communities were diverse and perceived they faced different issues that would be difficult to resolve. Carmen shared with us stories of municipality mayor's that were starting to prepare and disseminate disaster planning within and between communities. Maritza gave us the chance to perform a follow up interview to our site visit she gave us in loiza the day before. This video was recorded on camera and clips will be used in our documentary of this trip.
